Bernard Markowicz

Bernard Markowicz is a Princeville resident, business owner, and management and technical consultant whose career combines infrastructure planning, strategic thinking, and the practical work of running organizations. He brings more than four decades of professional experience and over ten years of involvement with the Princeville at Hanalei Community Association (PHCA).

For more than a decade, Bernard has attended member and Board meetings, asked questions, and contributed to committee work. His involvement has included the strategic planning process initiated Rory Enright and subsequent work under Maylette Garces, as well as conservation and infrastructure activities, andQueen’s Bath. These experiences have given him a sustained view of the community’s needs, the resources available to address them, and the importance of turning recommendations into decisions and completed work.

Bernard’s approach is to understand the problem, examine the evidence, compare alternatives, and identify what can be delivered with the people and funds available. He sees roads, drainage, shared spaces, conservation, finances, and community life as connected parts of one system. Sound planning must address current needs while preparing for the costs and risks that develop over time.

That perspective draws on his professional career. In 1999, Bernard founded decision analysis partners LLC, a consulting firm that works on large infrastructure, transportation, logistics, and technology projects in the United States and thirty foreign countries. The company's work includes feasibility studies, strategic assessments, operational analysis, and the development of practical recommendations for clients in government and business.

Before establishing his firm, Bernard held management and consulting positions with a number of large companies including AT&T, Arthur D. Little, and CSX Transportation. At AT&T, he led the surface transportation consulting practice and the strategic planning function. At CSX, his responsibilities included the distribution of rail equipment across a large network. His consulting work has included planning and implementing a transportation operations center for the U.S. Postal Service, assessing complex operating systems, and helping clients define requirements and evaluate options before committing resources on large and complex projects such as modern container ports, major telecommunications expansions, etc.  These responsibilities are relevant to the choices facing PHCA.

Infrastructure requires more than repairs: it needs condition assessments, priorities, funding, and a plan for renewal. Spending requires more than an approved budget: it needs clear requirements, fair purchasing, contractor oversight, and checks on the quality of what is delivered. Management requires more than activity: it needs agreed objectives, assigned responsibilities, dependable information, and a way to measure results. Bernard brings experience with these disciplines to his participation in community affairs.

Through Friends of Princeville, Bernard researches issues, develops position papers, and encourages discussion about how the community can be managed and prepared for the future. His interests include clear member communications, responsible use of dues, infrastructure stewardship, conservation, resilience, and a long-term direction for Princeville. He advocates an approach that considers the needs of homeowners, condominium and timeshare associations, resorts, businesses, and residents together. His aim is to help the community make informed choices that protect both financial value and the quality of life that makes Princeville a place people want to call home.

Bernard’s education spans civil engineering, architecture, urban planning, and transportation planning. He earned an Ingénieur Civil Architecte degree from the University of Liège in Belgium, a Master of Urban Planning from Princeton University, and a Ph.D. in Civil Engineering/Transportation Planning from Princeton as well.

Friends of Princeville are committed to fostering a vibrant and sustainable community for all owners and residents of Princeville.
